Today’s Army demands effective counseling. Due to the complexity of equipment, diversity of personnel and organizational structure, we have unique challenges. To overcome these problems, a leader has talent, experience and the desire to succeed. Leaders help soldiers solve their problems by guiding them to a workable solution through effective counseling. Counseling is so important it should  be on the training schedule to ensure sufficient time is available to do it. MEMORANDUM FOR All Soldiers Assigned/Attached to the 110th Military Police
Company (Guard)

SUBJECT:  6969th Military Police Company (Guard) Policy Letter No. 4 - Equal Opportunity and Grievance Procedures

1.  REFERENCES: AR 600-20, 13 May 2002, Army Command Policy
 
2.  PURPOSE:  To establish and provide operational guidance on Equal Opportunity Treatment, IAW AR 600-20.

3.  APPLICABILITY:  This policy applies to all Soldiers assigned/attached to the 110th Military Policy Company (Guard). This policy constitutes a direct order and violations are punishable under the Uniform Code of Military Justice (UCMJ).

4.  GENERAL PROVISIONS: 

     a.  I fully support the policy of the U.S. Army to provide equal opportunity and treatment for Soldiers without regard to race, color, religion, gender, or national origin, and to provide an environment free of discrimination.

     b.  Equal opportunity is a leadership program designed to enhance morale, mission accomplishment, cohesiveness and combat effectiveness.  Soldiers will be trained, assigned, promoted and managed based solely on merit, fitness, capabilities and potential.

     c.  Soldiers are encouraged to use command channels for redress of grievances.  These procedures are posted on the unit's bulletin board.  It is my goal to resolve all complaints at the lowest appropriate level.  All leaders are required to act swiftly in the processing of EO complaints to ensure timely resolutions.

5.  COMPLAINT PROCEDURES:

     a.  Contact the Company Equal Opportunity Representative (EOR) who will receive the complaint, notify the Brigade Equal Opportunity Adviser (EOA), and recommend action to the Company Commander.  The Brigade Equal Opportunity Adviser will investigate the soldier’s complaint.  The soldier submitting the complaint will be advised of the outcome in a timely manner.

     b.  If you desire to present the complaint directly to me, follow the steps outlined in Policy Letter No. 1 - Open Door Policy.

     c.  If the Soldier is still dissatisfied, other agencies are available to assist you, such as the Inspector General (IG), the Brigade Equal Opportunity Adviser and other appropriate offices.  

6.  To ensure an atmosphere of equal opportunity and treatment free of discrimination, it is the responsibility of all Soldiers to support the U.S. Army Equal Opportunity policies.  Soldiers will be treated fairly and with dignity and respect.  Discrimination will not be tolerated in this unit.

7.  This policy will remain in effect until rescinded.
